She is never physically seen in the game, operating outside the theatre of battle, she does however, have a portrait in the game's instruction manual, which shows her as having blonde hair.
During the UP contract 'Phone Tag', it is revealed that after an operation with the mercenaries in Montenegro, something went wrong with the people they were working with and from that point on they agreed to work alone, however they realised that needed more operatives and opted to create the Private Military Company.

The core of the game is focused on the single player campaign where players will have free access to roam around a sprawling Venezuelan city and surrounding countryside. You'll be able to progress through the games main story missions, doing random sidequests, or just exploring the world to see what kind of explosive destruction you can create. The PS3 and 360 versions offer identical single player experiences while the PS2 version is an entirely different game. The general story progression and setting is the same, but the mission goals are generally much more simplified and the overworld map is a good deal more limited than the PS3 and 360 versions.

There are lots of actions you can take, even in the first turn of the game. Details on all of your options are covered in the following sections of this manual, but here is a quick list of wise things to do before pressing the End Turn button:
Generals are the most important characters in your faction, as they are the only ones who can recruit mercenaries, build field structures such as forts and watchtowers, and govern settlements. They also have a positive effect on troops in battles. The way you use them plays a large part in determining the sort of leaders they become and the strengths and weaknesses they acquire.
To form an army, you need to either recruit new troops in a settlement or hire mercenaries with a general outside of a settlement. Troops from multiple sources can be merged together to form a larger, more capable army.
To hire mercenaries, click on the mercenary recruitment button (helmet icon) in the control panel (it replaces the unit training button that is displayed when a settlement is selected). If no mercenaries are available, the button will be grayed out and you will not be able to click on it.
Document 2: "A Study of Assassination", Unsigned, Undated.Transcription Among the documents found in the training files of Operation PBSUCCESS and declassified by the Agency is a "Study of Assassination." A how-to guide book in the art of political killing, the 19-page manual offers detailed descriptions of the procedures, instruments, and implementation of assassination. "The simplest local tools are often much the most efficient means of assassination," counsels the study. "A hammer, axe, wrench, screw driver, fire poker, kitchen knife, lamp stand, or anything hard, heavy and handy will suffice." For an assassin using "edge weapons," the manual notes in cold clinical terms, "puncture wounds of the body cavity may not be reliable unless the heart is reached....Absolute reliability is obtained by severing the spinal cord in the cervical region." T he manual also notes that to provide plausible denial, "no assassination instructions should ever be written or recorded." Murder, the drafters state, "is not morally justifiable," and "persons who are morally squeamish should not attempt it."

After the Contessa was exposed as a member of the Klaww Gang, she fled to her castle. As Neyla was closest to the case, INTERPOL provided her with the means to take the Contessa down. Neyla saw this as an opportunity to obtain the Clockwerk eyes, and she established her headquarters in an old bank near the castle. She used her cash allowance to hire an army of local mercenaries and precipitated a small war in Prague. She later hired a team of aerial bombers when she believed that the Contessa had infested her headquarters with ghosts. Unbeknownst to her, it was actually the Cooper Gang who had done so. Despite all her firepower, Neyla was unable to get the Contessa to leave her re-education tower (or the Clockwerk eyes). It was not until the Cooper Gang freed Carmelita during "Operation: High Road" that the Contessa finally left the tower. Neyla took this opportunity to enter the re-education tower and stole one of the Clockwerk eyes.
Neyla had two kinds of mercenaries while battling The Contessa in "A Tangled Web": tanks and warplanes. Neyla hired them to defeat the Contessa. All of them are quite powerful, despite being limited to ground power and air power. They can only be found in Prague.
